Identification of Gender-Based Violence Experienced by Indigenous Women

This report shows that gender-based violence against Indigenous Women operates across personal, customary, economic, digital, and state domains. Findings from Papua document domestic and sexual violence, exclusion from land rights, destruction of women’s mangrove management areas, and marginalization from livelihoods and technology. Among Balik Indigenous Women in Pemaluan and Sepaku, 42 cases were recorded following the arrival of the Nusantara Capital City project, including 12 cases in the personal domain, 12 in the public domain, and 18 involving the state. The report argues that justice must go beyond family or customary settlements by ensuring the survivor’s consent, effective protection, accountability, and meaningful recovery.
